Which of the following most accurately describes the problem?

I HAVE just read with interest the article by Frank Woodward on duel credit cards; While our Keyfuels system does not exactly fall into this category, it does show a cost-saving on the methods reviewed. Keyfuels offers a national diesel bunkering service currently operating through 34 sites, with more coming into operation in the near future. The customer supplies fuel to a Keyfuels site from their own supplier, enjoying their normal discounts and credit terms. Once in the system, the fuel can be drawn from any/all the sites by means of an individual key supplied to each driver. A weekly printout is issued showing all drawings made by the user giving date, key number, location, and balance in stock. A handling charge of 1.5p per litre is made, with a discount on full load deliveries, and an initial deposit of £5 for each key. Depending on the customer bulk-buying price, the fuel cost should be considerably less than pump prices. Lubricating oil and so on can also be charged through the system. We have issued over 3,000 keys to some 200 customers, including many large national fleet operators. We are offering a comprehensive and cost saving facility which we feel should be considered by fleet operators along with "fuel credit cards". K. D. JONES
