And it has told the Department of the Environment that it sees no particular merit in the Commission's proposals "which appear to suggest harmonisation for its own sake."

The FTA believes that the whole question of the harmonisation of driving licences does not warrant high priority. It feels that the adoption of the directive in its present form would create confusion since the Community licence would be available to the driver as an "optional alternative" to the national driving licence.

On top of that the FTA points out that the draft appears to indicate that a dual standard would exist in relation to Community licences and national licences.

Although the UK has the additional requirement of an hgv licence for certain vehicles the FTA says that a similar need does not exist throughout the EEC.

The FTA asks whether this might not create some difficulty in the case of drivers from other countries in the EEC, holding Community driving licences and seeking employment in the UK.

It also has queried the proposal that member States would issue a driving licence to anyone holding an equivalent domestic licence in advance of agreement on common standards of qualifications.
