Which of the following most accurately describes the problem?

THE national council of the Road Haulage Association in London on Wednesday agreed, with some reservation, to postpone the recommended five per cent haulage rates increase. The RHA rates committee had recommended such an increase from June 1, but last week the Minister for Economic Affairs, Mr. George Brown, referred the increase to the National Board for Prices and Incomes. The Minister of Transport had asked the RHA to defer the date of the increase to allow the inquiry to take place.

On Wednesday the national council "fully endorsed" the conclusion of the RHA rates committee that the five pe„r cent increase was justified. They recommended however, that where in the judgment of members such a course was feasible without endangering the viability of their businesses, they should defer the necessary increase in their charges for a period not exceeding four weeks from June 1—that is until June 29.
