It was understood that the Ministry wanted to have the regulations in force by October 1, and this meant that consultation with the industry would have to be completed by the early summer at the very latest. It would be far better to take a little longer in the preparation of the regulations, Mr. Turvey suggested, and to defer the effective date until early 1970, to allow sufficient time for proper consultation. Talking in Leeds the next day of the recent speed limit legislation, Mr. Turvey considered that some form of speed plating might be desirable as goods vehicles came in all types and sizes with widely differing standards and performance.

It was regrettable, he thought, that the proposed 50 mph limit for lorries on dualcarriageway roads had apparently been completely ignored and didn't merit any mention in the Minister's statement. It was the Association's view that such a limit was entirely reasonable.
