Which of the following most accurately describes the problem?

The Freight Transport Association (FTA) has launched Mode Shift Centre, a new service that allows hauliers to locate the best intermodal deals for transporting goods across Europe.

Free to FTA members, it links users to rail and waterway providers so that they can compare savings in time and fuel by using a mixture of road, rail and waterway transport to reach their customers. “A haulier who normally transports everything by road can find out whether there’s a sea or rail option that might prove cheaper or greener,” says Chris Yarsley, European affairs manager for the FTA. www.modeshiftcentre.org.uk
