Wiltsh re operator faces an uncertain future after his application for a new licence was refused by Western Traffic Commissioner Philip Brown.

John Black, trading as Pewsey Metals, had his 0licence revoked from the end of March but was granted interim authority to start operating again from April. But since then Black has been convicted twice and has been issued with several prohibition notices.

He was seeking a new licence for eight vehicles and three trailers at a Bristol public inquiry.

Vehicle examiner Max Carr said he had carried out a routine check at Black's base on 10 May but had not been able to see the maintenance records and systems in use.

Since the last public inquiry in January, one Immediate and two delayed prohibitions had been issued to Pewsey Metals' vehicles. Carr described the business as "much on the same par as before. Three prohibitions have been issued since the last public inquiry and I don't think there has been any improvement."

"To say there is no improvement is a load of rubbish," said Black. "Everything I have been asked to do I have done." Black intends to appeal.
