Which of the following most accurately describes the problem?

interest your correspondence under the heading "Bleeper refusal causes concern". The last sentence in your report states "1 would hope that in the interests of road safety your employer would have them (reversing bleepers) fitted".

Clearly you are unaware that, as well as the driver, his employer would be equally liable if negligence could be proved.

May I suggest that you bring this to your readers' attention as a matter of urgency.
