Which of the following most accurately describes the problem?

• Two operators with adjacent operating centres were successful in getting their licences renewed, without restrictions, when neighbouring residents, who had made environmental representations, failed to appear at a Manchester public inquiry.

Leigh Spinners applied to renew its restricted licence, for 10 vehicles, based at Park Lane, Leigh. Henry Marsden also applied to renew his licence for five vehicles and seven trailers, with three vehicles and trailers based at Hall House Farm, Hall House Lane, Leigh.

Both operating centres backed on to a row of houses on Sandersons Croft. Three resi

dents made representations against Leigh Spinners application, including a Mrs Broomfield who was also opposed to Marsden's application.

For Spinners, Michael Worthy said that following a notice served on the company by Wigan Council, measures had been agreed to curb noise and nuisance to residents.

North Western Licensing Authority Martin Albu said he had spoken to Mrs Broomfield, and though the residents were not completely satisfied, they realised they could go no further.

Renewing the licence, Albu said that the schedule went far further than he could hope to achieve by imposing conditions, as it also covered vehicles that were not within his jurisdiction.
