Which of the following most accurately describes the problem?

• Road haulage organisations should tip-off Licensing Authorities about "cowboy" operators, says South Eastern Traffic Commissioner Brigadier Michael Turner.

Industry informants are vital for the effectiveness of the LA system, he believes,because of the limited number of traffic examiners.

At last week's ROADS (Road Operator Delivery Services) seminar, Turner said: "If an LA had a tip-off from an association it would assume the preliminary job of checking the claim had been done. And it would not be a case of backbiting between operators."

Operators should pass information on illegal practices to the associations, he says, which would be more effective than writing direct to the LAs. He describes the industry's attitude as "too coy".
