Which of the following most accurately describes the problem?

• Four West Midlands hauliers were successful in converting Contract A licences held with quarry firms into B licences at Hanley on Friday to enable them to obtain fuller utilization of their vehicles. But in order to meet objections from a number of hauliers, Mr. J. Else, the LA, excluded the carriage of salt for snow clearance and restricted carriage for named customers only, on all but one licence.

J. A. Chell of Cheadle, Staffs, said he had one vehicle on contract with Redland Roadstone Ltd. and had been doing work for Alfred Worrall through that firm. He now sought to carry lime, basic slag and salt direct for Worrall, and continue carrying limestone coated materials for Redland under a B licence.

Mr. G. B. Taylor, a partner in Alfred Worrall, agricultural merchants, said it would be advantageous for the haulier if he could carry salt to Scunthorpe, Tyneside and South Wales and return with basic slag. However, it had no local authority contracts for the supply of salt. Mr. Else granted the licence, excluding salt and restricting the radius to England and Wales.

S. A. Bettany, Cheadle, surrendered contract licences with Hunand Gravel Co. Ltd. and Derbyshire Stone Sales Ltd. and was granted two vehicles on B licence to carry goods for these customers within 60 miles. Mr. Bettany said his vehicles were idle on odd days. Mr. Else pointed out that he could not expect them to work 365 days a year under a contract licence.

R. B. Nutt, also from Cheadle, said he had three vehicles contracted to Redland Roadstone and wished to surrender one of these and put two vehicles on B licence. The objectors submitted again in this applica

tion, that there were sufficient licensed facilities for normal requirements and emergencies could be handled by short-term licences. Mr. Else concurred and restricted the licence in similar terms to the Chell conditions.

A. J. Burton, Denstone, Uttoxeter, said he held a contract with Derbyshire Roadstone but since the company had increased its own fleet and gave preference to those vehicles, other hauliers obtained less work. When the conditions for the one-vehicle B licence had been amended from "tippable materials" to "Roadstone, including tarmacadam within 60 miles", W. H. Ratcliffe (Haulage) Ltd. withdrew its objection.
