THE Minister of Transport has parti1. ally granted an appeal lodged by Mr. J. R. Cotton, trading as Pleasure Ways Tours, against the refusal of the South Eastern Traffic Commissioners to grant a road-service licence to operate tours from Brighton to Venice.

The Minister, after considerable hesitation and after giving full weight to the evidence of existing facilities provided by the objectors, has directed that the licence should be valid for six tours in 1963 only and that the following conditions should apply:

The licence shall expire on November 30; each tour shall be for a period of 10 days; passengers shall not be taken up or set down other than at the point of origin determined by the Commissioners; the authorized vehicle shall be a 12-seater minibus or vehicle of similar capacity; not more than one vehicle shall be operated on the tours at any one time; the tour shall not be operated on more than six occasions and the road fare shall be determined by the Commissioners.

The Minister observed that Mr. Cotton was able to run only four of his proposed 11 tours in 1962, the 11 having been granted as a season's experiment to test the market. On the other hand, he noted that these four tours all ran with full complements of passengers.

It was clear that the objectors had spare capacity on their tours, said the Minister, and had the application proceeded on its original basis of a 51-seater coach he would have been bound to give very serious consideration to the question of abstraction. As it was, however, he considered that a total of 72 passengers in 1963 was unlikely to harm the objectors to any extent, who between them showed in evidence that they had carried more than 40.000 passengers on Continental tours in 1962.
