Which of the following most accurately describes the problem?

• Following the resignation of Mr Michael Heseltine as president of the National Guild of Transport Managers, due to his appointment as MoT Parliamentary Secretary, Mr Graham S. Sirnons, director, Simons and Co Ltd of the London Fruit Exchange, has accepted an invitation to fill the office for the remainder of 1970.

Principal speakers at the Guild's first annual conference at Matlock Bath on September 26 will be Mr H. 0. Thomas, Ministry of Transport, and Mr D. H. F. Joyce, chairman, Transport Managers' Licence Committee.

Meanwhile, on September 16, Mr Geordie Elvin and Mr F. P. Coult,, chairman and secretary respectively, are to meet Mr Heseltine to discuss transport managers' licences. Mr Heseltine wrote to the Guild: "The time has certainly not yet come when the Minister is ready to decide one way or the other about such a scheme and it is not right to say that he has already decided to delay it."
