Which of the following most accurately describes the problem?

• Barnet magistrates have dismissed charges against Falcongate Freight Management and one of its drivers involving the alleged use of a vehicle with an insecure load. This followed arguments that it had not been proved it was likely to have caused danger.

The Wallasey-based company and its driver, Anthony Heaven, denied the alleged offence, said to have been committed on the M25 last October.

Police Constable Thomas said that he had stopped an artic driven by Heaven after he noticed bulges on both the near and offside curtain sides of the TIR trailer, which was carrying a load of tractor tyres from Rumania.
