Which of the following most accurately describes the problem?

THE DEVELOPER of the Andover Airfield site, which is hoping to get planning permission for an industrial development, has terminated a contract with Tesco for a large warehouse on the site.

The developer, Goodman, was unable to reach an agreement with the supermarket over the stringent environmental controls it will need to gain the approval of Test Valley Borough Council.

A Goodman spokesman says the decision shows the developer's commitment to the routing agreement and to restrictions to protect the local roads.

If it gains planning permission, Goodman says Tesco or any other t prospective tenant will be considered for the 93,000m2 warehouse and other units on the site.

2 In a letter to councillors. Tesco says the supermarket chain still wants to create an operation in Andover, but cannot commit to the onerous planning controls required for the airfield development.

These include not allowing employees who live within 1.2 miles of the site to use their car to get to work, a fining system for too many HGV movements, and a curfew on HGV reversing alarms.
