Which of the following most accurately describes the problem?

A JAIL TERM for handling a stolen truck was among the factors which cost an operator his bid for a new licence. Kevin Sayers of Stetchford had applied for a new national licence for four vehicles and two trailers. However. in March 1999 he was sentenced to six months' imprisonment after pleading guilty to handling a stolen Leyland Dat Sayers said he'd had a small business respraying vehicles and inadvertently, a stolen vehicle had come into his possession.

He told West Midland DTC Roger Seymour that he was transport manager of Phoenix Textiles and LMR Rags UK, not a director. The DTC pointed out LMR Rags was in liquidation. but Sayers said it was now called LMR Collection.

The DTC said Sayers' serious conviction placed an issue over his repute and, noting a monthly fuel bill of up to £160, Seymour was not satisfied that Sayers had not been operating without a licence.
