Which of the following most accurately describes the problem?

Keywords : Light Rail, Tram

ANY European city that scrapped its tramcars was foolish. This was stated by Mr. H. L. Jacobsen, a Dutch 'traffic expert, speaking in Edinburgh last week. He maintained that the capacity of rail-borne traffic was much greater than that of private transport running in one lane; and trams could maintain a higher frequency and better schedules than buses.

Mr. Jacobsen predicted that eventually every European city would be obliged to set up a .centralized control point, in which a computer would report on traffic in any given street and guide the traffic accordingly.
