S T.R. dealt with the subjects of costs, their assessment and recording,. and with the calculation of minimum profitable rates based on these costs. He also discussed some of the more thorny of the many problems with which the haulage trade is confronted. In particular, he spoke of the alleged threat of the C-licensee, the return-load question, and the difficulty of dealing with the owner-driver, who, because he pays no wages, thinks he may work at rates which are below, the economic level.

Questions were many, and covered a wide field, from the assessment of the cost of operation of an overloaded vehicle to the calculation of interest on first cost, from fair charges for municipal haulage to the assessment of depreciation in the case of second-hand vehicles. Time had to be called before questions finished.
