Which of the following most accurately describes the problem?

I NOTE WITH interest that a new vehicle check point is being built on J14 of the M4, presumably by VOSA and Wiltshire Police. It has all the latest technology to enforce the ever increasing rules and regulations we are subject to. However, wouldn't it be nice for a change if some measure of prevention could also be introduced in the form of a "check-weigh" facility for HGV operators and drivers at the same site.
