Which of the following most accurately describes the problem?

THE Western Licensing Authority has written to Stoke St. Michael Transport Ltd., with copies to the many objectors to the Contract A renewal bid (COMMERCIAL MOTOR April 1).

The LA's letter says that one of the many issues revealed by the inquiry concerned the maximum lawful payload of the Ford Trader vehicle 787 GYB. The applicant's evidence was that on John Wainwright and Co.'s work the vehicle had been loaded up to 14 tons gross when a payload of 10 tons or more was carried, yet the contract document showed the carrying capacity of the vehicle as 9 tons.

"This matter" (the letter continues) "can be decided by a practical test and the LA requires that such a test be carried out in the presence of a vehicle examiner and of all interested parties."

The letter inquires if the company will make the vehicle available and suggests that the weighbridge of John Wainwright and Co. Ltd. should be used for the test if they are willing.

Following the test any of the parties will be free to make any observations to the LA and if necessary the case will be relisted.

The LA's letter concludes with a request for information as to the holders of the beneficial interest in the shares of the company when the application was lodged.
