A Hampshire wholesale plant nursery has had its licence cut by three vehicles for a fortnlght due to a poor initial failure rate at annual test.

Lymington-based D Lees & Co, which holds a restricted licence for 10 vehicles and two trailers, had been called before the Western Traffic Commissioner Philip Brown at a Bristol disciplinary inquiry.

Vehicle examiner Peter Edwards said that the company's initial failure rata was 76.9%, compared with the national average of 39.9%. There had also been a number of variation notices issued when vehicles were presented for prohibition clearance. There appeared to be poor preparation for annual test, with headlight problems, brake defects, and on one occasion loose wheelnuts, being found at the test station.

Edwards said that drivers should have reported a lot of the defects, but those that were reported were still not always signed off as being rectified.

Sole director David Lees said that he had held a licence for over 30 years and this was the company's first ever Public Inquiry. He felt that there had been problems with the Wareham test station but since he had started using the Poole test station there seemed to have been an improvement.

Lees said that although the two maintenance staff were also responsible for maintaining the plant, priority was always given to the vehicles. The vehicle presented for annual test with loose wheelnuts had had new tyres fitted the previous day and the wheelnuts had not bee torqued. He knew the sten' that were required and the fled fitter would be sent Vehicle Inspectorate cour Bristol as soon as possible In reply to the TC, accepted that he had to steps to put things right.
