Which of the following most accurately describes the problem?

• The Highways Agency is to launch research into collisions involving HGVs in an effort to reduce the number of accidents. The crash research programme is expected to last a year and will examine problems faced by drivers of commercial vehicles on matorways and trunk roads.

Although occupants of HGVs account for only 8% of casualties on trunk roads, these accidents involve more than a quarter of all casualties.

Consultant URS will carry out the research, which will involve detailed accident analysis, case studies and consultation with trade associations. The Highways Agency will then focus improvements or advice on the most essential issues.

Transport Minister John Spellar says the work is part of the government's commitment to improving safety and cutting congestion on the strategic road network.

"Accidents involving these vehicles [HGVs] often have severe consequences, both in terms of casualties and delays. This research will help establish the issues faced by British and European HGV drivers using motorways and trunk roads in England."
