Which of the following most accurately describes the problem?

• Mr Bob Brown, Parliamentary Secretary to the MoT said in the Commons that to his knowledge 17 local authorities in England were taking advantage of the powers to subsidize rural bus services under the provisions of the 1968 Transport Act. Several others had schemes under consideration, he added.

The long-awaited guidance from the Ministry of Transport on the procedure for local authorities to adopt when considering grants to rural bus operators (CMNovember 21, 1969) is expected to be ready by the end of this month.

A spokesman for the MoT points out, however, that authorities wishing to grant such subsidies should not await this guidance before approaching the Ministry. "Applications for grants will receiw favourable attention from the Minister," he said.
