Which of the following most accurately describes the problem?

AT a meeting in London on Friday the rates and carriers' liability committee of the Road Haulage Association decided to make no recommendation for a general rates increase. The committee stated that they had particularly in mind the necessity to avoid inflationary tendencies at a time of industrial expansion despite increases in their own costs. These included rises in insurance rates and the expected increase in road haulage wages in the near future. But they added a warning that it would become increasingly difficult to hold rates at their present level because of growing difficulties arising from delays in the turn-round of vehicles. particularly at docks.

Replying to a question, at the subsequent Press conference, by a representative of The Commercial Motor as to liaison with British Road Services on rates, Mr. R. B. Brittain, chairman of the committee, said that whilst his committee's decision was their own he did not doubt that BR S. had similar problems as regards rising costs. Moreover, because of their quicker wage procedure it was likely that B.R.S. would be faced with similar increases to those proposed for road haulage at about the same time.

There have been four recommended general rates increases by the R.H.A. since 1957. In May of that year an increase of 6 per cent was recommended, followed by a further 10 per cent in November, 1960, 71 per cent in January, 1962, and 5 per cent in June last year. Whilst the decision not to -recommend a genera! rates increase now was supported by a large majority of the committee there have been, nevertheless, suggestions for increases ranging from 21 to 5 per cent.
