Which of the following most accurately describes the problem?

by CM reporter HAULIERS throughout Britain are preparing to provide extra transport if the National Union of Railwaymen goes ahead with its threatened nationwide strike from June 23. Should the strike materialise it could prove a long one. In such circumstances the government could take steps by way of emergency powers to ease operators' licensing requirements but a DoE spokesman said this week that no such plans had been made.
