Which of the following most accurately describes the problem?

• It was decided that there was not really a case for the application by Mardy Transport Co., Ltd., of Kingswinford, to put seven articulated vehicles and three fiats on a new A licence with an all goods, Great Britain, normal user. The application was withdrawn when it came before the West Midland LA, Mr. J. Else. in Birmingham last week. Objections were entered by BR and BRS and there were six representations.

Mr. M. J. Carless, for Mardy Transport. asked for an adjournment. Mr. A. J. F. Wrottesley, for BR and the LA, wanted to know why this decision had not been made earlier, Mr. Else gave the applicant the choice of withdrawing or having the application refused. Mr. Carless withdrew the application.

• The Transport Tribunal's hearing of the appeal against the decision of the Eastern LA to grant Philip Hatton a new B licence for one 3-ton vehicle, conditioned fruit and vegetables for three named customers, has been postponed until July 4. It was to have heard the appeal on Wednesday.
