Which of the following most accurately describes the problem?

• A fleet of 100 road tankers will carry out distribution from the new .£3m Shell-Mex and BP oil terminal opened this week at Haydock, Lancs. They are scheduled to deal with 22m gallons of white oil and 42m gallons of black oil a year.

Inviting Princess Alexandra to open the terminal yesterday, Mr. T. R. Grieve, vicechairman and Managing Director of ShellMex and BP Ltd.. said it will be the largest inland oil distribution centre in Europe. Haydock replaces two existing depots in the area and has a staff of 260, including 170 drivers working on a two-shift and six-day week system.

An automatic traffic control circuit is used to direct road tankers to vacant loading bays at the gantry filling stands, the purpose being to facilitate speedy vehicle flow, particularly during peak periods, and to assist in the handling of some 5,000 tons of oil products daily. The control system, the first of its kind to be used by this company, was brought into action by the Princess in performing the opening ceremony. The storage capacity of the terminal is nearly 1m tons. The area covered is 90 acres, of which 50 acres have already been developed.
