Which of the following most accurately describes the problem?

• Speed limits for recovery trucks towing heavy vehicles should be raised, says the Association of Vehicle Recovery Operators.

AVRO is worried by a High Court ruling last year that recovery vehicles towing disabled vehicles arid their trailers should be limited to a speed of 32krnih (20mph) on all roads, including motorways.

AVRO has told the Depart ment of Transport that the limit for a recovery vehicle drawing more than one trailer along a motorway should go up to 40mph (64km/h), and that recovery vehicles with a laden weight of less than 7.5 tonnes not drawing trailers should only be governed by the blanket 70mph (112km/h) limit.

The DTp is currently discussing AVRO's proposals with the police.
