BIRMINGHAM Council has agreed to pay rises of between five and 15 per cent—backdated to last February—to 75 transport department foremen. The increases—£50 to £130 a year for men earning from £880 to £1,150— are likely to bring a compulsory standstill order from Mr. Stewart, Minister of Economic Affairs.
