Which of the following most accurately describes the problem?

THE scheme originated in Yorkshire for carriers of wool by road to co-operate in the transport of wool for the Wool Control organization of the Ministry of Supply is now in operation. Instructions for carrying the first batch of wool under the scheme were received last week.

The organization set up for the purpose of operating the scheme has been entitled Lancashire and Yorkshire Hauliers. At a meeting of the committee in Bradford last week, Mr. Henry Burrill, the organization's _central liaison officer, emphasized that, whilst most wool hauliers doing long-distance work were Yorkshire operators, it was not desired to exclude any Lancashire operators of whose business long-distance wool haulage formed an integral part. The prospect of an extension of the scheme was indicated at the meeting. It was reported that, in addition to accepting proposals, including the sug gested haulage rates, for participating hauliers numbering over 70 to carry import wool for the Control from Liverpool, Hull and Goole to the West Riding wool textile manufar_furing area, the Control had asked the hauliers' organization to prepare plans for doing local wool-haulage work in the West Riding. As in the case of the transport of import wool from the ports, it was explained, the idea was that hauliers should co-operate on a centralized basis.. Responsibility for the provision of vehicles required for Control haulage work would rest in the hauliers' organization, which would receive instructions from the Control and make arrangements with participating hauliers.

The committee decided to call a general meeting of local wool hauliers and prepared tentative proposals ' for consideration, with a view to submitting definite plans to the Wool Control organization.
