Which of the following most accurately describes the problem?

The Freight Transport Association has welcomed the Transport Select Committee's recommendation in its Urban Charging Scheme report that electronic charging schemes should be developed to a national standard compatible with any European schemes.

The FTA says standardisation Is essential as hauliers send their vehicles to destinations all over the UK and Continent. "We don't want trucks In London, Leeds and on motorways faced with different tolls," says FTA external affairs director Geoff Dessetter.

It is also pleased that the report recognises that charging schemes must be carefully monitored and properly assessed to judge their success. it argues that operators need to see hard evidence that payment schemes actually result in reduced journey times and less congestion.

Select Committee Chair Gwyneth Dunwoody says that while the government Is willing to offer some support, it has failed to take a lead.
