Which of the following most accurately describes the problem?

DRAFT regulations about the installation of tachographs on British vehicles used for international journeys have been circulated for comment. These regulations are to be made following the Minister's meeting with representatives from the road transport industry on November 10 last when it was agreed that British vehicles operating to the Continent would need to be fitted with tachographs.

The new regulations will confirm the use of tacho discs, at home and abroad, as official records in place of manual logsheets and make arrangements for their issue and interpretation by operators or their representatives.

To be acceptable in place of manual records the discs will have to be produced in a properly calibrated instrument.

In order to have the instruments Government approved as regards installation and calibration, the regulations provide for the setting up of centres for this purpose.
