Which of the following most accurately describes the problem?

THE Welsh Office has set up a new division to deal with a comprehensive transport policy for Wales.

The new division was announced by Junior Welsh Minister Mr Barry Jones last week when •he replied to criticisms from the Welsh Nationalists that there had been no industrial infrastructure set up in Wales.

The division is to advise Ministers on the whole of the transport system of Wales and its place within the system of the United Kingdom.

Mr Jones told the House that the transport supplementary grants had been favourable to Wales: "The Welsh counties have considerable freedom to decide their own priorities and it is for them to decide how to (spend the allocation."

He said that the grants would indirectly help to maintain the jobs of those employed in transport industries by ,allowing more roads to be built.

Mr Jones told the House that the re-organisation of the Welsh Office showed the importance that had been placed on transport and communications in safeguarding and creating jobs.

The new division came into existence on Monday and will be co-ordinating the work of experts in transport to look at the problems of an overall transport strategy.
