Which of the following most accurately describes the problem?

MIDLAND EXPRESSWAY, which operates the M6 Toll, has increased its prices by 12.5% — and the Freight Transport Association (FTA) has condemned the move as "rip-off private infrastructure".

LGVs and vans will now pay up to £9 to avoid congestion on the M6— the FTA believes the increase is a sign that Midland Expressway does not want LGVs on its road, and it warns that trucks forced off the M6 Toll by the high prices will inevitably worsen congestion in the area.

Stephen Kelly, the PTA's head of policy for the Midlands, Wales and the South West, says: "Price increases on the M6 Toll are now an annual event. [but] this latest increase of 12.5% is nowhere near in line with the Retail Price Index (RN), which is the most generalpurpose domestic measure of inflation in the UK."

And he alleges that Midland Expressway "does not want LGV traffic using its route as this could lead to increased maintenance costs".
