Which of the following most accurately describes the problem?

• West Midland Licensing Authority Ronald Jackson has adjourned the hearing of an application for a West Midland licence by Northern Ireland operators Erne Freight because he is not satisfied with the financial evidence produced by the company.

The company, which holds a licence for 10 vehicles and four trailers in the NorthWest, was seeking a licence based at London Road, .Dunchurch, for 15 vehicles currently authorised on a licence in the Eastern Traffic Area. After Jackson had said the running costs and the figures produced bore no relation to those published in a trade magazine, managing director Seamus McBrien said the vehicles were not engaged on normal internal operations but on work to and from Northern Ireland.

The owners of the premises in the Eastern area had gone into liquidation and the opportunity arose to lease the Dunchurch premises.

The company was currently operating from Dunchurch though it did not currently have a West Midland licence.

Jackson said enquiries had revealed the company had been operating from Dunchurch for over a year In reply McBrien said the company had applied for an interim licence in the West Midlands in October 1985. He was not aware that it had been refused but he admitted the company did not have an interim licence.

Adjourning the hearing, Jackson said he required more evidence about the company's financial resources He wanted to know what funds were available and required verification of the estimated running costs as in their present form they were quite unrealistic.

He warned that the vehicles were presently authorised in the Eastern area and that that was where they should be operated from until a licence was granted in the West Midlands.
