Which of the following most accurately describes the problem?

• A successful education convention on transport management held at Southport's Clifton Hotel last weekend, was expected to be the first of many. Organized by the North Western (Eastern) division of the Road Haulage Association, in conjunction with the Road Transport Industry Training Board, the weekend course was a working one with seven specialist lectures and a brains trust, and was restricted to 32 delegates.

Under the chairmanship of J. A. Broster of James A. Broster (Transport) Ltd., the delegat_es on Friday night had the new Transport Act explained to them by E. W. Russell, secretary RHA. The Saturday morning session was taken jointly by N. E. Jones, Ministry of Transport NW area mechanical engineer (goods vehicles) and C. E. G. Newby, group transport officer, North Western Gas Board on "Vehicle maintenance, plating and testing", followed by a talk on management training by G. E. C. Eastman of the RTITB.

In the afternoon the subject taken by 0. G. Harper, RHA, was transport managers' licences and education, followed by "Costings in the industry" given by J. B. Meredith, BRS Contracts Ltd., NW district. The convention concluded with lectures by RHA specialists A. R. Butt ("Labour relations") and E. L. Williams ("Productivity").

During the weekend it became clear that many of the subjects being discussed were of vital interest not only to the managements of large concerns but to owner /operators as well, so it is proposed to retitle them as operators' conferences in future. Consideration is also being given to a series of one-day seminars to examine each of the subjects discussed in greater depth on which there is to be liaison with the School of Management Studies, St. Helens College of Technology.
