THE Minister of Transport has dismissed an appeal by Birch Brothers Ltd. against the decision of the Eastern ['raffle Commissioners in refusing to grant in full a variation of the conditions attached to the backing of a road service licence for an express carriage service between Rushden and I.ondon.

It seemed to the Minister that the evidence of need related almost entirely to journey s between Flitwick and North London and it was for the applicant to show that the service he proposed to

provide was necessary or desirable. Very little evidence was tendered in respect of travel. between Flitwick and St. Pancras, he said, and none in respect of Highgate and Camden Town. The Minister said he could not ignore that between Flitwick and St. Pancras there was a direct rail service which was generally faster, more frequent and (for the majority of travellers) not substantially dearer than the bus, and he could not but conclude that the needs of the proposed route were already adequately served.
