Which of the following most accurately describes the problem?

• A Cumbrian truck driver who was involved in a fatal road accident on the A66 four years ago has been summonsed for speeding on the same stretch of road as part of a police crackdown on the region's most dangerous road. From 13-26 July Cumbria Police mounted Operation Hammer using radar and marked and unmarked cars to check drivers' speeds along the route, which has a notorious accident record.

A total of 194 vehicles were stopped for breaking the 40mph limit, including 147 goods vehicles: 26 drivers were summonsed.

Cumbria Police traffic intelligence officer Mike Woologhan was disappointed by the results—especially because the tally included 13 local drivers. "They knew the campaign was on and they know the road is dangerous. They just do not think accidents will happen to them," he says. But speeding drivers also included one from Northern Ireland who was clocked at 68mph, he adds, which shows the problem is widespread. Woologhan warns that another antispeeding campaign will cover all the roads in the region between 1-3
