Which of the following most accurately describes the problem?

• United Bus Company's decision to close its Brompton Road depot in Northallerton has whipped up a storm of protest. Hambleton District Council planners say they were not consulted and will raise the matter with North Yorkshire County Council's area highways committee. But it is unlikely the decision will be reversed, says deputy county surveyor Mike Moore. United plans to operate from an area set aside for coach parking, putting the vehicles in a factory compound overnight. Opponents say this will discourage tourism.

Councillor Derek Smallwood believes United is out only for short-term profit: "We warned that this would happen with the deregulation of buses," he says. "In that situation any company is going to realise its capital assets."
