Which of the following most accurately describes the problem?

INTERNATIONAL operators emerged from the Easter holiday weekend uncertain of whether they will be hit by industrial action at the ports, but certain that they should avoid running to Italy later this month.

A work-to-rule by Customs officers at the major ports and airports had little effect over the weekend, but the threat of disruption still stood as we closed for press on Tuesday.

A spokesman for the Civil and Public Services Association said the go-slow would continue until Wednesday at least, when its national executive would meet to consider the results of a ballot for a one-day strike.

Meanwhile, the prospect of further chaos hangs over operators running to and from Italy.

Hauliers and freight forwarders there plan a national strike from April 20 to 28 in protest at increases in taxation and what they see as insufficient tolerance of vehicles which exceed permitted weight limits.
