Which of the following most accurately describes the problem?

• The North Western Traffic Commissioners have given their written decision to the applications by Peter Hicks, Dixon's World Wide Travel, Batty-Holt Touring Services Ltd., and Smiths Tours (Wigan) Ltd., for winter tours and excursions to Scottish ski resorts.

Peter Hicks' application was heard on April 11 (CM April 181 and was granted as applied for. Hicks will operate a Plaxton-bodied Ford executive coach from Manchester to Aviemore at weekends from October 1 to May 1.

Dixon's World Wide Travel's application was heard on June 19 (CM June 27) and the decision was adjourned because all 12 objectors applied for similar licences shortly before the hearing. Its application for three-day excursions from Liverpool to Grantown-on-Spey was granted two vehicles a day. The final application was by Batty-Holt Touring Services Ltd. and Smiths Tours (Wigan) Ltd. on August 28, (last week's CM), for winter weekend ski tours to Aviemore and the Cairngorms. Batty-Holt said its ski tour would be operated as a pool with W. Robinson and Sons (Tours) Ltd., Hutchinsons Tours Ltd., Ribble Motor Services Ltd., Wallace Arnold Tours Ltd„ Florence Motors Ltd. and Shearings Holidays Ltd.

Batty-Holt was granted a maximum of one vehicle a day from Bolton and Smiths a maximum of one vehicle a day from Wigan.
