Which of the following most accurately describes the problem?

• A threat that London Transport bus conductors would boycott new fares and issue tickets at the old rate fizzled out as the higher tariffs were introduced on Sunday.

Only a few cases were reported of tickets being given out at the old rates. A Brixton conductor said: "If people ask me for the old 5d minimum, I give it to them. But if they ask me for a 6d, I give them a 6d.

Under the new fare structure, expected to yield another £7.9m a year, the minimum bus fare has been increased frcrn 5c1 to 6d and most other fares have gone up by 3d or 6d.

The TUC sent a letter to Mr. Mason, Minister of Power, to the chairman of the GLC, and to London Transport, protesting at the fare rises. The TUC claimed that the latest increases have put up fares by an average of 12.3 per cent.
