Which of the following most accurately describes the problem?

• Trimdon Motor Services Ltd., of Trimdon Grange, Co. Durham, has applied to the Northern Traffic Commissioners to withdraw a section of a profitable bus service due to the congested roads over which the buses have to operate. The route is a loop of about half a mile in the Trimdon Village council estate, which forms part of the Sedgefield to Houghton-le-Spring hourly bus service.

Private cars and mobile shops are seriously hindering the passage of buses, which sometimes have to mount the pavement to pass obstructing vehicles. Mr. J. Marsden, the company's traffic manager, told CM that they were very reluctant about withdrawing the service, but the stage would soon be reached when drivers would refuse to drive buses round the loop. Any accidents occurring when the buses were actually on the pavement would also get the company into serious trouble, he said.

Sedgefield RDC had approached car owners on the subject of providing hard standing areas for residents' cars, but as this would cost them £30 to £40 each, the residents had refused. The council was unwilling to provide the hard standing itself, although it was opposing the proposed withdrawal of buses from the loop. Durham County Council was also objecting to the proposal, said Mr. Marsden.
