Which of the following most accurately describes the problem?

• More than 1,800 Tilbury dockers are threatening to strike if any attempt is made to break the seven-month deadlock over the £5m Tilbury container terminal by introducing men from the Port of London Authority labour force.

They voted at a mass meeting on Monday to urge the PLA men against "strike-breaking" and Mr. Harry Battle, local union official, warned that he would lead them out of the gates if the controversial move was made by the management, Overseas Containers Ltd.

The PLA men have agreed to work the terminal with conventional manning but not to work shifts; this would give a five-day turnround for ships instead of the two days when the new manning scales and pay deal are ratified.

Hopes of a settlement still rest with portwide pay and productivity talks which continued in London yesterday when the employers were making their "final" offer on pay.
