AThe responsibility for these licences will
be handed over to the Minister of Transport next April but until the Swansea computers are fully operational, in about 1975, the local authorities will continue to issue the licences as agents for the Minister.
Records of vehicles and drivers will be gradually transferred to Swansea from 1972 and from that date temporary licences are due to be introduced. From September 1975 date-to-date licensing and refunds will start.
