Which of the following most accurately describes the problem?

CONSTRUCTION AND USE Regulations are to be changed to allow passenger vehicles not licensed as public service vehicles to be up to 12 metres and not 11 metres long.

The change will bring passenger vehicles .which are not used as public service vehicles into line with those vehicles which are used as public service vehicles.

But the vehicles must have a turning circle of less than 24 metres under the new rules.

Rules have also been changed to allow public service vehicles to tow trailers. At present the rules allow only those with Road Service Licences to tow trailers — effectively excluding those vehicles on contract service.

The new rule will allow public service vehicles to tow a trailer providing a certifying officer has approved the trailer and the means of towing — and as at present, one vehicle will be allowed to tow another if it is disabled.

The Department of Transport has invited comments on the rules, and if anyone wishes to comment they should write to Mr Walters, Room C19/06, DTp, 2 Marsham Street, London SW1P 3EB by November 9.
