Which of the following most accurately describes the problem?

THE EEC's attitude permeates most levels of British life in the late 70s and could in the future affect industrial relations in a more direct manner than before — namely, shiftwork legislation.

The French are very strongly in favour of shiftwork legislation, the Belgians less so. The Italians and Danes are neither for nor against. West Germany believes that shiftwork arrangements should be settled by negotiations between the two sides of industry; and the UK and Holland are also opposed.

Incomes Data Services concludes that there is not at present enough support for such legislation.
