Which of the following most accurately describes the problem?

"THE TIME is coming, I think, when it will be cheaper for the Central Regional Council to purchase private cars for the transport of people in rural areas rather than giving subsidies to the Scottish Bus Group." This was said by Councillor Charles McKeown, of Bannockburn, at the police and resources committee at Stirling last week.

The committee recommended a supplementary estimate of £180,000 to the bus group and agreed that a subsidy allocation of £600,000 be held in abeyance until consideration was given to next year's budget.

The Scottish Bus Group said it would lose £580,000 in the Central Region — an increase of £189,000 on the previous estimate of £391,000. The council has already authorised an extra £16,000 for increased concessionary fares payments.
