• A Gwent operator, who admit ted operating without a licence for more than 12 months, has been granted a licence at a Cardiff public inquiry. Carl Thomas, trading as CD Transport, applied for a licence for six vehicles based at Abergavenny. He was granted interim authority to operate in September (CM5l 1 Nov).

South Wales Traffic Commissioner David Dixon was told Thomas had previously been in a partnership with a Kevin Williams, trading as KC Haulage. A limited company was subsequently formed hut had gone into liquidation in the autumn of 1996 when the bank called in an overdraft facility.

The TC adjourned the hearing after Thomas admitted operating without a licence between then and the grant of the interim authority Thomas said he had been a novice who had no business experience and he had relied upon the expertise of his partner. Both businesses no longer existed and he accepted he should have surrendered the licence.

Dixon said he took a serious view of Thomas' failures but Thomas had now mostly got it right and on balance he was prepared to grant him a full licence.
