Jenkins said a request for an adjournment had been turned down and he proposed hearing the case in Kelly's absence. Vehicle examiner Michael Williams said the vehicle belonging to Kelly had been involved in an accident at the British Steel Plant at Port Talbot, and he was asked by the Health and Safety Executive to inspect it. He found 10 serious defects, including loose wheeinuts, damaged tyres and an excessive air leak in the braking system. Revoking the licence, Jenkins said that although the vehicle was being used on private land, Kelly was still the operator and he had to abide by the conditions of his 0-licence.
