Maintenance problems and convictions led to the licence held by H Morgan & Sons (Haulage), of Cwm in Ebbw Vale, Wales being renewed for two years only by South Wales Deputy Licensing Authority Lyndon Davies.

The company holds a licence for 15 vehicles and 30 trailers, and since a public inquiry in September 1990 it had collected three prohibition notices and a couple of convictions. For Morgan, Frederick Randall said that as far as the prohibitions were concerned, there had been no problems between September 1990 and December 1991. The company received an immediate prohibition in December when a tyre split: the tyre had been sent to the manufacturer and the company was still waiting for an explanation. A second prohibition related to a tyre defect which appeared to be a problem with tri-axles.

Davies suggested the company should tighten its control.
